Why the Graphic setup on all in one invitations?

The Graphic Set Up is only for the All-in-One (Send n Seal) invitations setup. 

Why Graphic setup?

Tender Loving Car (TLC) >>> It takes the designers more time to work on the send and seal format. The perforation and scoring also takes longer in the press room.
